Cheryl Ann Jacques (born February 17, 1962) is an American politician and lawyer who serves six terms in the Massachusetts Senate, is president of the Human Rights Campaign for 11 months, and serves as an administrative judge at Massachusetts Industrial Accident Department.

Jacques graduated from Boston College in 1984 and received a J.D. from Suffolk University Law School in 1987.

Jacques is Assistant District Attorney at Middlesex County and Assistant Attorney General of the state. He ran for the US Congress, but lost in the Democratic primary to Stephen Lynch. Jacques was the first openly lesbian member of the Massachusetts Senate where he served six terms, and came out as a lesbian for the fourth, citing statistics that a third of gay and lesbian teenagers try to commit suicide as part of his motivation to get out. He was replaced by the state Senate by Scott Brown.

Jacques became HRC president in 2004, replacing Elizabeth Birch. He talked about the 2004 Democratic National Convention at this post. He resigned on November 30, 2004, citing "differences in management philosophy" with his board, following criticism of HRC's failure to defeat voter referendums in 11 countries that ban same-sex marriage and, in some cases, civil unions.

After leaving the HRC, he advises law firms Brody, Hardoon, Perkins and Kesten and is a diversity consultant for companies and nonprofits.

In 2008, Jacques was appointed Judge of Industrial Accident Administration by Governor Deval Patrick. On March 12, 2012, the State Ethics Committee accused him of violating a law of conflict of interest in Massachusetts after he allegedly tried to use influence as a judge to ask the dentist's office to reduce his invoice-in-law. Jacques argued that he never intended to introduce his position, but did so "by accident". The ethics commission found supporting Jacques on the grounds that the enforcement division failed to prove that Jacques used his official position to intervene in disputes. In 2013, Jacques and two other administrative judges filed a lawsuit against the Massachusetts Commission Against Discrimination, accusing the agency of giving higher salaries and parking spots to appointed male judges after them. In 2014, Governor Patrick chose not to raise Jacques back, which he suspected was retaliation for a gender discrimination suit.
